Based on testing. There is a problem in the provider from what I can see, but I have no idea what the issue is.

What connection string is created?
Mine looks like this:

My Prob / Error
When I Test Connection d error >>

RDBMS: No current open database.

Anyone can tech me how??
i used this technique
You need to do this:
1. Click "New"
2. Select "Dataconnection"
3. Select "OSGeo FDO provider for ODBC"
4. Select "File on the server (Unmanaged)"
5. Type the path to the .csv file
But Failed..
