AFAIK, the DWG is a proprietary format.
There exists an OpenDWG alliance with a DWG library,
but calling it "open source" is incorrect in my opinion.

It is non-trivial to understand the DWG file format,
especially since the 2004 version came out.
I don't think any open source projects support DWG.

If you have access to AutoCAD or similar,
try exporting it as DXF as that is an open format:

Your easiest bet is to purchase MapGuide Studio which
can read in DWG files, and store them as SDF's (I think?).
You can then use FDOToolbox to convert them to SHP.
However, the current license model requires you to purchase
MGE to get a copy of Studio, so that may be too much.

Otherwise you can look at FME Universal Translator,
which is capable of converting just about anything:
