You cannot use WinXP as a server.
IIS in WinXP has a limit on the number of allowed connections.

Please note that even with the mentioned workaround, you cannot use 
WinXP as a server.

You can see that you get the 403  (403.9 actually) errors which usually 
indicate "too many connections".
