[mapguide-users] Tiled map doesn't render as GIF

i'm using MGOS2.1 and i have a tiled map. i tried to set the following in
serverconfig.ini and restarted the service:

RenderOnly = 0
TileCachePath = D:\MapGuide\Server\Repositories\TileCache\
TileColumnsPerFolder = 30
TileRowsPerFolder = 30
DefaultTileSizeX = 300
DefaultTileSizeY = 300
ImageFormat = GIF

but it still process the tiled images as .png instead of .gif. did i miss
something?
