The 64-bit ODBC provider can't detect and use your 32-bit drivers.

You need to install the 64-bit version of Microsoft Access Database Engine
2010 to have native 64-bit Access and Excel drivers

This also requires some tweaks to your connection strings for 64-bit. The
ODBC connection builders for the 64-bit version of FDO Toolbox already takes
this into account.
