those settings will have zero effect

Mapguide doesn't serve titles with any http headers which would allow caching
bug http://trac.osgeo.org/mapguide/ticket/467

the only workaround is to serve the tiles via http using openlayers,
or put a proxy with some smart rules to add such headers to
gettile requests in front of the mapagent
