AnyCPU is a bad configuration when you have a mixture of managed and
unmanaged code because the CPU type of the unmanaged side must match the CPU
type of the root executable (in IIS, this would be the IIS worker process)

Also the .net framework version you're targeting is a factor. Targeting
framework 4.0 is an untested configuration.
