as it's all html / css, you should be able to change the tooltip to be
whatever size you like

if you look in the jxtheme.css in the appropriate template file I believe
that this is the css class which needs tweaking

  display: none;
  border: 1px solid #000;
  background-color: #E5DAC7;
  padding: 4px;
}
