Pre-defined units are stored in an array in the fusion library, it could be
that the unit in question doesn't resolve to a known item?

Here's a little test, can you reproduce the problem with the Sheboygan
dataset by setting the coordinate system of the Map Definition in a
feet-based coordinate system? If so, then it gives us something to work with
to find a resolution for this issue.
