2 things:

1) Make sure your Postgres provider can find libpq.dll. All RDBMS providers
require additional configuration, that's why they're not ticked by default
in the installer. I blogged about this very topic:

2) Downgrade your postgis. The FDO 3.5 Postgres provider does not support
PostGIS 1.5.
