Oops. Turns out every NSIS installer I've made since 3.0 has been missing the
required XML schema (xsd) files needed for locally validating XML content.
So I've made a fixed RC1 installer.

OSGeo is back in order, so the fixed RC1 installer is now available for
download in the usual place
