[mapguide-users] IdentityProperties empty!

I think there was another case like this (reported by Crispin) which was due
to an underlying oracle error when trying to fetch the matching
ClassDefinition. The implemented stopgap was: if the class definition for a
layer can't be fetched the identity properties defaults to an empty array
with a warning trace rather than let it blow up map
initialization/deserialization.
