mg 2.4 - IIS - 64bit -WIN 2008R2

Any idea why the srsFactory.GetTransform would work on one identical server
and not the other?

The repositories are identical (from Package) and the install is identical
on both, but the GetTransform works on one PC and not the other in the same
code.

Perhaps an IIS permission?  Repository permission?
