[mapguide-users] Min, Max Scale for Commercial Layers

Completely off-the-top-of-my-head solution:

Listen for Fusion.Event.MAP_EXTENTS_CHANGED

When raised, interrogate the scale of the map widget and turn on/off the
commerical layers as appropriate.

Use the EditableScale widget as a point of reference.
