Yes serverconfig.ini settings are global. With shareable tile sets, you can
have tile size and image format settings specific to that particular tile
set. No need to override serverconfig.ini

I'm considering removing the non-official method from MgCooker after 5.0. I
have no idea how that algorithm works and it obviously is crunching way too
many tiles.
