[mapguide-users] PHP and MgDataPropertyDefinition::SetScale()

If we were to use database terminology here, a MgDataPropertyDefinition is a
definition for a particular column  in for a database table
(MgClassDefinition)

SetScale() (along with SetPrecision()) is for setting the scale/precision of
a *decimal* property definition. This is *not related* to map scales in any
way, if that's what you were thinking.
