[mapguide-users] Re-thinking Fusion redlining efficiency

MapGuide layer styles don't cleanly translate 1:1 to it OpenLayers
equivalent.

Now that I think about that, having client-side vectors in its own style
make it easier to distinguish visually between client-side and server-side
redline objects.
