Let me know if I am all wrong.
You what all your GIS data on say Server A, and you want a Server B that run
MapGuide and is access by some users? Then you want the FDO provider on
Server B to connect using a webserive on Server A to get the data to
display?

I would sugest to have MapGuide on both Server A and Server B, then on
server A you can expose your maps/layers as WMS/WFS and connect to these
from server B. That might be the solution you are asking for?
