[mapguide-users] Display 2.5 Dimensions Building Layer

There's actually settings in the Layer Definition for defining
elevation/extrusion settings for each feature, but the only thing in
MapGuide that currently takes advantage of this feature is the KML service
for serving KML to Google Earth.

So theoretically speaking we could easily leverage this existing feature to
serve out 2.5D features, just depends what kind of formats beyond KML that
could benefit from 2.5D support.
