If you want a baseline of truth, output an image using mapagent
GETDYNAMICMAPOVERLAYIMAGE with the appropriate
SET(VIEWSCALE/VIEWCENTERX/VIEWCENTERY/DISPLAYWIDTH/DISPLAYHEIGHT/DISPLAYDPI)
parameters (ie. What we would see in the AJAX/Fusion viewer) and compare
your two images against that.
