[mapguide-users] Server down when editing webconfig.ini

Yeah, make sure there's no BOM marker in the file. It will probably cause
problems.

As a mental checklist, if you set DefaultMessageLocale = sv in
webconfig.ini/serverconfig.ini, then you should have the following files
present (with all strings translated):

 - Server\Resources\mapguide_sv.res
 - Web\www\mapagent\Resources\mapguide_sv.res
 - Web\www\fusion\text\sv
 - Web\www\fusion\text\sv.json
 - Web\www\localized\sv
