I can only think that it's picking up some other OSGeo.MapGuide.Web.dll and
not the one that was signed and referenced when your LocalNative sources was
built by the ProviderTemplate tool.

You could try using the Assembly Binding Log Viewer to see what
OSGeo.MapGuide.Web.dll it's trying to load up
