[mapguide-users] Issues with Base Layers in Fusion

Thanks for the response.  A map refresh does not help.  For issue number 1,
it just seems like <Visible>false</Visible> is ignored for raster layers
used as base layers when the map is initially loaded.  Sorry, maybe a bit
hard to replicate with the sheboygan sample since there is no raster data.
