[mapguide-users] Initial map extent problem

I think the issue might be a combination of an old FUSION layout definition
and a modified boundary that does not match the actual MapDefinition map
extent.

A good test would be to create a new plain "Aqua" layout and add a map
without modifying the layout or its extent.

Also, if you have modified the index.htm pages for the templates in Fusion,
they are different from 2.4 to 2.6 so you may want to re-create them if you
have modified them from the original install.
