Intentional? Yes

Technical or Licensing? Mostly a technical problem. To support this, we'd
have to figure out how to implement tile-stitching on the server-side and
make sure the map image will correctly line up on this stitched image as it
did on the client-side. 

For Google layers (maybe Bing too), it's definitely a licensing problem.
Their TOS forbids manipulation of their tiles, of which tile-stitching would
definitely fall under.
