Correction to my previous answer.

For item 3, my answer was referring about the inability to create new XYZ
tile sets from the New Resource command.

To answer your actual question, it is currently by design that XYZ tile sets
cannot be linked to a Map Definition. The original use case for XYZ tiles in
RFC 140 was to allow for non-MapGuide external applications to easily
consume XYZ tile sets from MapGuide.

In the current implementation, it is not possible to create an MgMap from a
Map Definition that links to a tile set because a MgMap also needs a finite
scale list, which an XYZ tile set is not able to provide.

With the errata where XYZ tile sets are supposed to be EPSG:3857, we
technically can provide a finite scale list (it's the same set of numbers
you get when you want your Map Definition to use the a Google-compatible
scale list in Maestro). Unfortunately, this discovery was made too late to
realistically make it into the MGOS 3.0 release cycle, so this limitation
will stick for this release.
