Unless you are actually still on MapGuide Open Source 2.1, disregard
everything in that page. I don't have wiki edit privileges to fix/remove
that page.

Fusion and Maestro should make this easy from 2.2 onwards.

Commercial and MapGuide layers are conceptually disconnected from each
other. There's no way to show a commercial layer in the legend, but you can
use the BaseMapSwitcher widget to turn off commercial layer (set the layer
option to NONE)
