Does that file already exist on the server?  It might be locked by MapGuide
if you have removed the Exception from the serverconfig.ini
DataConnectionPoolExcludedProviders = OSGeo.SDF,OSGeo.SHP


Perhaps a timeout?  You can check the timeouts in the php.ini and your IIS
or Apache...
