Oops, I totally read your question wrong.

I just had a look at the LocalNative provider code. It's implementation is
completely wrong. It should be housing the FeatureSet XML inside a
FeatureInformation root XML element, and use the MgFeatureInformation to
write out the sibling Hyperlink and Tooltip XML elements. Definitely a bug.
