Tile cache can get out-of-date if tile server goes offline
- Steps to Reproduce set to new value
This has not been validated, but here is what it would take to reproduce this:

1/ Set up a site with a support server hosting the tile service (separate from the site server).

2/ Create a tiled map, and generate some tiles.

3/ Take the support server offline and make some edits to the tiled map.

4/ Bring the support server back online and view the tiled map again at the same view.

=> existing (out-of-date) tiles will be displayed

- Description set to new value
In the case where the tile service runs on a separate machine from the site service, it's possible for the tile cache to become out-of-date if the tile service support server goes offline and map authors make changes to a tiled map (or any of its dependencies).
