The reason for the bug was that the formatting of the numbers representing the scale and the center was done according to the locale. For numbers greater or equal to 1000, the formatting number included ',' characteres. for example the scale as specified in the step to reproduce was formatted as 23,123.00. This extra commas were causing problem when generated in a parameter list, which is comma separated.

The fix was to make a locale-independant formatting, so no extra characters get added to the string representation of the number
