The problem was due to the fact that in tile mode, paning requires additional steps to refresh the tiles. The zoomtoview API was not executing these steps. 

Before this fix GotoView was the function that performed a change of view with zoom, and MoveView was the function that performed a change of view without zoom (pan only).

With this fix, both functions have merged into a unique GotoView function that takes care of all situations, eliminating the risk that the wrong function is executed, which was the case for ZoomToView.
