MG111 : Scale ranges are not parsed and initialized correctly for Drawing and Grid MDF layers. Handling for GridLayers was missing while scales were not initialized for DrawingLayers resulting in erratic behavior in the case where the layer uses defaults (i.e. not explicitly set in the layer definition XML).
