Please consider adding an additional layer of abstraction between Maps and Web Layouts: MapGroups. Also, add a UI element similar to the Task drop-down allowing switching between maps in the MapGroup. Consideration would also need to be given to linking Tasks to specific layers, disabling their display when the map layer(s) they reference are not available in the current map. See the view switcher at the bottom of the protlandmaps.com site for a good implementation of this:

We are stuck with a choice between implementing multiple maps, or implementing a single map with a higher level of complexity than most end users are willing to deal with. This feature would allow multiple maps to be implemented in a single layout, which would provide benefits to both maintainability and usability.
