I've been wanting this in MG for some time.  

Another example: say I have a polygon layer (parcels, zoning, habitats) and the boundary of the polygon should be interpreted as imprecise - say, the actual line could be within 10 feet on either side.  I would want this line to have a 20-foot width, that is defined in ground/map units.

This avoids the common issue of having users attribute false precision to boundary locations as they zoom in.  It's a big issue in map use.
