The fix for this will be to add a server configuration setting which specifies which font to use for the legend preview.  This is not much different than labels, in which the user also has to specify which font to use.  The only difference is that this is a global setting and not a per-layer setting.

For Windows the legend font is set to Arial.  For Linux, I've updated Makefile.am to replace this with Complex (one of the fonts we include with Linux).
