Coordinate system reprojection was not working when a DWF layer uses a specified OGC coordinate system and the map itself uses a different coordinate system.

Add a DWF layer and set its coord sys in the Studio load procedure to something other than arbitrary (something relevant to the DWF data). Make a map and add the layer to the map. Change the map coord sys to something other than the layer coord sys. Layer will not longer display, implying that reprojection is not working
