Jason, my feeling is that is just to allow for 1.2 features. My
experience in most of the projects I've been involved in is that it
is desirable to branch as late as possible to reduce the overhead of
porting bug fixes between branches. MapServer certainly works this way.
Part of the reason for this, though, was the use of cvs (as opposed
to svn), which made it very difficult to branch and merge. Svn is
substantially different in this respect and I expect to see this
aspect of projects change as svn is used more and more.
