Hi Alain,
Actually, each of those that you see "flashing" have an image. When you see
the "No image found" message, that is an image generated on the fly by .NET
if the image for that parcel does not exist on the file system. MapGuide is
repeatedly calling the external page that generates the image for some
reason. If you look at one of those flashing parcels in Firefox, you will
see that MapGuide calls the external page once and waits for it to load in
the tooltip. So, I don't think there is anything I can change on my end in
the tooltip definition, it just looks like a problem with the MapGuide web
surround and the way it handles tooltips with the AJAX viewer in Internet
Explorer.
It really is an inconsistent problem, so I'm glad that you saw it not
working as well. I just pulled it back up in a new IE browser instance and
it was working fine.

I opened your map, and I could see the problem with the tool tips. I haven't
look at the implementation but what I noticed is that the tool tips holds
still when they don't have an image attached. For example parcels 25121.4901
or 25121.3101 displays "No image found" and stays on the screen. The other
parcels I've checked seem to have an image and have the problem. That's not
much, but maybe that will give you an indication of where to look more
specifically.

I have custom tooltips built in a map and as part of that tooltip, an
external page is called that generates an image. This works extremely well
in Firefox as well as the Studio preview window. However, in Internet
Explorer I get very odd, inconsistent results. These tooltips sometimes
work correctly, but most of the time, as you hover over a parcel, it makes
repeated calls to the server and never "holds still". This looks an issue
with AJAX handling between the two browsers.
