[mapguide-users] Layer Groupings, Andy can you help?

Thanks Andy / Andrew.

Just looking at the screenshot you attached, I can understand why I  
couldn't find it. I could only see something like:

Add A Scale Range Duplicate. The rest are grayed out. Please see attached.

Where should I be looking for when looking for Add a rule, etc?
