That depends on the data. I have seen it both ways (SDF bigger or SHP+DBF bigger). Have in mind the SDF contains the equivalent of the SHP and the DBF combined, and has a spatial index also (in the same file).
Most of the time SDF will perform better, especially for more complex geometries or when you are fetching multiple attributes. You can use Studio to do the conversion and experiment with SDF yourself. Yes, you can use the SDF for tooltips and attribute data without the need of a DBF.
