creating new symbol library manually

Hi all,

is that possible to create new symbol library manually (not using mapguide
studio), and
for the symbol image, user will upload the image file by them selves.
which means first user will upload an image , and next this image will be
used to
create a new layer and apply it to the current map.
pardon me of my explanation and english...
