You might set the reference point in the symbols so that they sit
adjacent to each other, or above one another. It would depend on the
size of your symbols. Adjacent might be easier. Set one reference point
to be the middle right of one symbol and the other to the middle left
and see how they sit over the point.

What you are trying to do is not currently possible, but you should add
an enhancement artifact for it so that we can have it in mind when we
improve symbology in the future.
I can think of one possible workaround, that may work in some cases --
shift the insertion point of one of the symbols one unit to the right
(or left). Unfortunately this will apply to all symbols of this type and
not only the ones that overpost other symbols.
