[MapProxy] MapProxy 1.6 and INSPIRE extended capabilities

Dear Oliver,

we discussed about possibilities to add INSPIRE extended capabilities to 
Map proxy capabilities file last year.
It was in MapProxy 1.2.

I think there is no progress in this part of developing besides extended 
capabilities for WMS 1.3 layers.
