[MapProxy] Installation error on Ubuntu 12.04 LTS

Hi,
I am following your documentation to get this working and have hit a snag trying to install map proxy itself.
All the packages have installed correctly
I entered tried both options
export http_proxy="http:example.com.au"
export no_proxy
With the following error after entering
easy_install MapProxy or pip install MapProxy
Searching for mapproxy
Reading http://pypi.python.org/simple/mapproxy/
Download error on http://pypi.python.org/simple/mapproxy/: [Errno 111] Connection refused -- Some packages may not be found!
Reading http://pypi.python.org/simple/mapproxy/

Couldn't find index page for 'mapproxy' (maybe misspelled?)

No local packages or download links found for mapproxy
error: Could not find suitable distribution for Requirement.parse('mapproxy')
Any suggestions would be helpful.
