[MapProxy] URL added to proxy exemption list yet install error persists

You need a working internet connection to install MapProxy with easy_install/pip. See 'note' http://mapproxy.org/docs/nightly/install.html#install-mapproxy

If that's not possible then download the package manually from https://pypi.python.org/pypi/MapProxy and install the tar.gz with `pip install MapProxy*.tar.gz`
