[MapProxy] URL added to proxy exemption list yet install error persists

I keep getting the following error when trying to install MapProxy

Searching for MapProxy

Couldn't find index page for 'MapProxy' (maybe misspelled?)

No local packages or download links found for MapProxy
error: Could not find suitable distribution for Requirement.parse('MapProxy')

I installed every dependency in the instructions and have tried pip install as well and get the following;

Downloading/unpacking MapProxy
  Cannot fetch index base URL http://pypi.python.org/simple/
  Could not find any downloads that satisfy the requirement MapProxy
No distributions at all found for MapProxy
Storing complete log in /home/adam/.pip/pip.log

Any recommendations as to how to get anywhere would be helpful.
