[MapProxy] WMS default version

Yes, in theory, but 1.1.1 is the only version that works well in all WMS clients that we know. There are still 1.3.0 clients in the wild that do not use the right axis order.

Maybe with 2.0. Can you create an issue on github so that this won’t get lost?
