[MapProxy] CC-BY-SA AccessConstraints in documentation & tests

Now while it is obviously a misunderstanding given that the message
doesn't have anything to do with the code licence  CC by-SA 2.0 is
clearly compatible with the open definition, so it is not quite clear
what the issue is supposed to be even -if- it was the code licence.
