[MapProxy] Multiple Sources Presented as Single Layer

If I used GLOBAL_WEBMERCATOR, how could I limit the tile source to zooms
0-15 and the WMS source to 16-18?
I read that if the tiles came from two sources that are different based on
zoom that I needed custom grids.
